This speech of Madara appears in the episode number 344 in Naruto Shippuden. Madara was not a pure evil, he just wanted to create his own World, where everyone could live with peace and comfort. Madara and Hashirama were good friends however Madara was deluded by Black Zetsu. Black Zetsu told Madara that you can create your own World by capturing all tailed beast. By doing he would be able to have access over unlimited power .
The project was called Infinite Tsukuyomi. However it was just a plan to release Kaguya otsutsuki, and to let her allow to use people how she wants. In infinite Tsukuyomi, no one could feel the pain but only happiness however it was just a type of Genjutsu ,to let people escape from the reality of this world.
